Yes these are great photos, from a master! Been there couple of times except St Kilda and depicts the atmosphere particicularly @ victoria market. The first photo could be used by virgin for their marketing, better looking for the back view!

Victoria Market looks so organized with standardized sign boards. Does the local council pay for the shopfront?

but people are so organised there, I wouldn't be surprise it the shop owner own money

One can normally expect, like we have here among an Association of Merchants grouped under one roofing or complex, to share a common budget for most overhead costs from brightening up their common facade to a common theme under a selected decor. It is much cheaper too for the cash flow but a nicer swing for the commercial aspect to boost a face lift in presentation like you came across. I particularly like the choice of layout and text with that business color they used.
