Traffic Layer in Google Map

It may be old news already but I managed to experience the 'traffic layer' of Google Maps. It's quite accurate. Got stuck where it's red and manage to avoid the reds on a number of occasions for a smoother drive.

Some Q

1. Where do they get the traffic info from?
2. How do they compile the data to present it on the map?
3. Can the traffic info be used (somehow) for Garmin?

I noticed this a couple of weeks ago. Could they be tapping into those users with Android phones perhaps?

We have that many android user who turned on google maps on the roads?

Can these traffic layer then be integrated into our GPS, perhaps providing alternative routes for congested roads.

Google location service runs in the background if you don't 'opt out'. Google has you tracked everywhere!
